dcterms.abstractReport of the External Program Review (EPR) of ISNAR, conducted in 1986 concurrently with the EMR, and chaired by Montague Yudelman. In addition to the report proper, and a summary of the CGIAR discussion of the EPR and EMR at the meeting in June 1986, the document includes transmittal letters to the TAC Chairman, and from him to the CGIAR Chairman, TAC's commentary and ISNAR's response.The report contains a full review of ISNAR's history and the issues surrounding its creation. Owing to the quality of ISNAR's work in its first five years, and to the increasing importance of building NARS capacity, the panel strongly recommended full and permanent membership for ISNAR in the CGIAR System. Ongoing relations with the FAO, and the inclusion of a non-voting FAO observer on the ISNAR Board were also addressed.Panel members found lack of understanding among donor agencies and CGIAR centers of ISNAR's role. The panel urged clarification of the mandate, preparation of a strategic plan, and an effort to spread understanding of what ISNAR was about. The plan should identify a limited number of priority countries. Increased resources should be allocated to training and research, and the sense of direction of the research program strengthened. In agreement with the EMR, the panel supported a matrix management structure, and additional specialized professional positions. ISNAR's direct involvement in client countries should be limited to project preparation and follow-up. It should refrain from project implementation or extension services, and from raising funds for these phases.The EPR report was discussed at TAC 38 and the CGIAR meeting in May 1986.en
