Proposal for the Review of the CGIAR System

Memorandum from CGIAR Chairman Warren C. Baum to members of the Consultative Group dated 10 October 1975 giving the rationale and objectives for conducting a system wide review of the CGIAR. The proposal includes an outline terms of reference (attached as Annex A), the structure of the Review Committee, appointment of a Study Director, roles of the CG Secretariat, TAC, FAO and the World Bank, and the estimated cost of conducting the review.
