TAC report on the lessons and some of the difficulties with the existing external review process. The report describes the functions of the TAC Standing Committee for External Reviews, and the first three years of its operations.The TAC seeks the views of the CGIAR on whether to experiment with modifications to the process, to reduce the burden on panel members, and the number of reviews, and whether to introduce more formal follow-up.A draft was reviewed and modified at TAC 54. This version was considered at the CGIAR Mid Term Meeting, May 1991.
