Memorandum by CGIAR Chairman Warren C. Baum to CGIAR members describing progress made by the Subcommittee on the Establishment of an International Center for Agricultural Research in the Dry Areas (ICARDA), its financial requirements, and the likely availability of funding from existing and prospective donors in the Middle East.
